Ocean Expo Park was established by the Japanese government after the 1975 world Ocean Exposition in Okinawa.
Ocean Expo Park is managed by Okinawa Exposition Commemorative Park Management Foundation with the following goals:

1. Research and development of subtropical fauna and flora technologies
2. Dissemination of knowledge on subtropical fauna and flora
3. Research and dissemination of knowledge about Shurijyo castle
4. Management of Shurijyo castle fund for Shurijo museum collection
5. Management of Ocean Expo Park
6. Others
